Too many sprawling cities in America.
Europe works because we’re naturally smaller, our roads weren’t designed for massive cars either, so safety is also an issue.
Also too many oil lobbyists. I remember when I was in Arizona and they had only just OKed the building of a tram style service, but it was super controversial due to to debates going on in the city.
