ran into that last week. was talking to some latina on the subway, got the number.
she was on some bullshyt with the texts so I asked her whats good and she basically said she was just being polite lol.

i find its multiple things

1) some men can be aggressive and keep asking for the number - makes for an uncomfortable/threatening position that women wanna avoid altogether
2) they just want the attention and to string you along
3) they may already be fukkn/talkin to another dudes and you at the back of the line lol

thats why I sometimes just try to cut through the bullshyt and talk to multiple women. no girl gonna string me along
