Wrong. Narcos is moving to the Mexican Cartel in season 4 (Cali may still be involved, but Mexican Cartels will def be in season 4. The exec producer already stated this. I don't know for sure Pena is playing Chapo, but I know Narcos season 4 will be dealing with Mexican cartel.
