I'm starting to think the exempt universes are actually weak in strength...but high in morality or some shyt that has nothing to do with fighting acumen...

Yeah I was thinking the same. It probably has more to do with the stability and state of the universe it's self. Universe 7 is low because they got bruhs constantly running around trying to conquer and destroy planets and shyt. I'd imagine the other universes are more advanced/peaceful, besides the Wolves universe of course

Exactly, I think Goku has become more villainous than Vegeta at this point. It's easy to miss because of his goofiness, but in terms of morals Goku isn't really a good person at this point.
Vegeta is obsessed with fighting too but at least he realizes that some things are more important than that (for example, being around for his daughter's birth) and is able to think about the consequences of his actions. Goku literally puts fighting above everything and doesn't really care how his actions will affect others (last episode proved this beyond a shadow of a doubt). Not saying Goku doesn't care about his kids, but if he would not give a fukk about missing his kid's birth to go train or fight in a tournament.
Although, to give Toriyama credit, he has commented in the past that Goku wasn't intended to be very heroic in the first place and the anime team (even the Japanese one) made him out to be more of a hero than he was supposed to be. He was supposed to be more of a selfish, not very intelligent country hick obsessed with fighting who just happens to keep ending up in these world saving scenarios.
