So going by what they're saying on Youtube, Toei WAS legit planning to bring Dragonball Super back, but ended up putting it on hold because Toriyama hasn't given them a story yet. Apparently they're hesitant to continue the show without Toriyama's involvement since they don't want to fukk around and make another Dragonball GT. So at this point I guess they're just waiting till whenever Toriyama gets around to giving them something.

At this point i dont mind. We all know it'll come back eventually.

And moro arc is actually interesting and using more of the entire cast.

I checked the last four pages w/ 50 post per and still wasn't able to find the answer.

But did Piccolo ever get a power up in the latest arch?
