That's not a retcon. Beerus merely gave Freeza his permission to do it (since genocide n shyt is his job as a God of Destruction), its not like his motives from DBZ got changed.
Rage Boost was never just a Gohan thing. It was stated in DBZ that all saiyans can do that. Hell, the times Goku, Vegeta and Future Trunks went SSJ for the first time were themselves Rage Boost.I'm starting to get tired of Vegeta stealing Gohan's Rage Boost moments.
That was Gohan's characteristic but now it's been reduced to another "Super Saiyan Bargin Sale", and handed to everyone.
