I’m one to believe with no threat to earth during that span of time included with the fact Goku was dead as well who we all know is Vegeta’s motivation to get stronger.. he didn’t feel the need to train nearly as hard & didn’t know SSJ3 even existed.

So after witnessing it’s still levels of power he has yet to get to thanks to Goku showing him in that fight with Buu.. he put in the work to achieve it during that YEAR of peace after Buu is defeated. Very plausible.
