Unfortunately...you have to clean up most of the "too far gone" people. Those people who have no efucation or skills and don't want them. Anyone who has done work with the lost know these people exist. YOU CAN HAND THEM A JOB AND THEY WON'T WORK IT. Theyre too accustomed to a life of crime.
On top of that, they inhibit the reachable souls from taking steps to better themselves.
If they place the National Guard there with orders to arrest loiterers and shoot the resisters, gangsters will attempt to wait it out. They have to leave the presence there for like a year minimum, to where the crime money is fukked up. Then introduce the alternative.
The really lost will be locked or dead as they will go retarded trying to buck the system. The ones left are the reachable who will be open to the alternative.
