There isn't an easy fix. And acting like their is a 1+1+=2 solution to this problem isn't being truthful. Bringing jobs into the city that pay less than a hour worth of selling crack isn't likely to entice very many people to stop taking the easy route. THEN the major problem is the Gangs. And that's not even a Black thing, Gangs are and have been a Chicago thing. since the "Black Hand" way back in the 1910's. and Sam Giancana in the 1920's, Gangs have been a part of Chicago for almost 130 years.

There isn't any easy fix and quite frankly I'm sick of people spouting out "create jobs" "bring jobs in!"

Considering there is a relatively high likelihood that the people they want these jobs for haven't, won't or didn't graduate high school or have at least an associates degree or some college experience, have some sort of legal record and may recreationally use drugs...

Any job that comes in they are going to fail one of the requirements to obtain the position therefore the only solution would be jobs that come into or open there and outsiders coming in and effectively pushing them out on to and into the streets where they will be killed if not by each other than by the police. They can't move, where will they go and with what resources?

Patrolling the streets and doing beat cop work isn't what is going to solve any of these issues so I don't know why you even made that scenario and then passed it as my creation for you to call it wrong. Obviously he's talking completely out of his ass and for attention. He knows that simply by tweeting "hey, get your act together" nobody is going to stop doing what they would have done tomorrow. The point is he isn't considering putting pressure on the CPD from his justice department to get them to better enforce the law, he's clearly looking at the militarization of policing in using the only large police-like organization at his disposal which would be the National Guard. He is in love with the Police and he was their candidate. This is about nationwide stop and frisk and using the National Guard to make a point.

I read that out of 77 community areas in chicago, more than 1/2 of the murders were in 8 of them. not an excuse, but I'm just saying.
