Patrolling the streets and doing beat cop work isn't what is going to solve any of these issues so I don't know why you even made that scenario and then passed it as my creation for you to call it wrong. In mid 20th century black folks were much poorer, had less education, less jobs, and restricted access to just about anything and everything...and yet their crime rates were just barely above what it was in white neighborhoods.

I've been to countries with 10x the poverty, and their crime rates weren't even an issue.

What has been working over the last few decades have been long term solutions like providing educational, employment and entertainment opportunities for the poor in these areas. Also a more unified statewide effort to restrict firearms coming in from other states. Chicago will always be more inherently dangerous than the other major cities due to it's city planning and proximity to Indiana's free flow of guns. Guns in and of themselves are not the problem but they are fuel to a burning fire.
