Yup - through the 1900s from Wilson to Reagon to Clinton, pretty much all presidents and major Congressional leaders of both parties have been committed to American supremacy at the expense of other nations. I would say that there has always been a stronger undercurrent of pro-human rights in the Democratic Party than in the Republican (from early socialist sympathies to Vietnam War protests to Iraq War protests to the current Squad and company), but they've never been in power.
