A good character/angle can carry the industry

hardy boys and he unbroken angle was a flame but tna was too small and wwe can't push it and it's pretty much done now

No. WWE needs a competitor that will make them up their game in order for a boom to happen.

Meaning, NJPW would have to gain a legit foothold in the USA.

I think we missed a possible boom because the Attitude stars didn't really hang around. I think you needed old stars (and not Big Show, Kane, kinda triple H) mixing it up with new stars until the new stars became the headliners. So right now (or at least the early 2010s) Rock, Austin, Hall/Nash, HBK, Goldberg, DDP, Sting, Angle, Dudleys, Booker T, hell fukking Double J, should be mixing it up with the new guys. But instead you get one or two of those guys dropping in every once in a while.

Image how much bigger Cena would be if right after the Rock program, Austin comes out and stuns them both. Forcing Rock and Cena to team up against Austin and eventually Rock turning on Cena or hell Cena turning on Rock. Its stuff like that that takes a star to a superstar.

Hall and Nash made NWO cool. The Hogan rub put it in the stratosphere.

The Horseman put Benoit on and then his association with made Eddie hot.

Even Austin was put on by an old star...Vince.

Wwe doesn't want boom periods, because a low period must follow. They are a stock now and as such they want predictable, steady gains. As a publicly traded business you shouldn't be surprised by anything because it means you didn't plan it

They'd rather predict that 'attendance will be up 2% this coming year' and be right than say they don't have a prediction and attendance goes up 20%

Which is terrible for the industry as a whole. If wrestling was hot right now, other wrestlers could eat and be national stars in other companies too.

It already has it just wont be the same as before. With the advent of the WWE Network, FloSlam and NJPW World among others, wrestling of all types are way more accessible than ever before. But in terms of pop culture, no it wont because Dana White is better at long term promotion for his company than Vince McMahon has ever been.
