It's a given if she's dealing with you, she wants you. The second part is implying that you're really not feeling her and are using her for an easy nut.
In terms of men not meeting women that want them, It's less about male 5's chasing female 9's (or whatever non-numerical way you want to refer to that type scenario). It's more about guys not putting in the work to build a lifestyle that they can attract women other than the ones that want slurp them straight off of first sight (which tend to be subpar for a lot of brehs)
A man's "level" isn't determined by the chick that is googly eyed over him before they even meet. It's more in line with the woman that thinks he's attractive but is not sold until she sees his personality and character. There's no reason for a woman to be drooling over a guy on her level when she has sexual access to men above her level. But when she is truly looking for a life partner, she will be receptive to the men on par with her, and let the chemistry build up to the point where she does bust it open.
