I don't know about Homeland, but usually with 3 letter agency raids, they'll cuff everyone, move them, and check them for weapons, and to make sure they aren't one of the targets listed on the warrant.My fault, I used the wrong term.
Any which way you phrase, it, hiding behind SOP to treat that man's people like they're criminal masterminds isn't necessary. It never has been.

Then they'll uncuff them and they just hang out until they're done. I can't say what happened here for sure, but SOP is SOP
