That's still a short time for a new big budget IP. Especially with the drama of Kojima's and Konami separation the same year and Sony backing his KojiPro revival end of that year. That's only 3 year and some change in dev time, homie.
TLOU2 is coming from an established IP, they started development in 2014 but it probably started production since 2013.
