You seem stuck on this idea that DCEU needs to do a MCU style plan instead of actually reading the article and seeing that WB/Discovery aren't looking to do that.
The article mentions they want more stuff like Joker that features non-Big 3 type DC characters. The push is to speed up production of content with an emphasis on using every corner of the DC Comics universe for ideas.
Nothing in the article points to them wanting to copy the MCU model.

I literally said one of the reasons Snyderverse was such a disaster is because they tried catching up with Marvel. I am all for individual movies, but having a Joker universe and Batman universe makes no sense because it either means Joker and Batman never being in the same movie or having 2 jokers or 2 batmans, which makes no sense.

And James Gunn is producing more character series as well. Plus Peace gets a season 2 because season 1 was a big hit for them

Then on the Matt Reeves side of things they are doin the Penguin series and another series based around Gotham

It isn't that difficult to understand.
Todd Philips' Joker is its own thing same as Matt Reeves' Batman.
But if Ben Affleck wanted to make a Batman team-up movie with Gal Gadot's Wonder Woman then that could happen too because those characters and Aquaman, Flash, Shazam, Harley Quinn, Suicide Squad etc. are all in the same world.

Matt Reeves on the show he's developing for HBO and then Penguin already in production.

“That story has story has kinda evolved,” explained Reeves. “We’ve actually now [moved] more into the realm of exactly what would happen in the world of Arkham as it relates coming off of our movie, and some of the characters … almost leaning into the idea of … it’s like a horror movie or a haunted house that is Arkham.”

Aquaman and Wonder Woman probably have that one movie left to go. They won't reboot those two yet because they are too popular. Flash they should just forget about.

Last wonder woman movie was a mess and not liked at all. Aquaman is popular but still can be rebooted. Flash is a mess, the plot for the movie coming up just sounds horrible.

I do understand alternate timelines, but why on earth would they have 2 jokers or 2 batmans? they literally setting their own franchise up for failure because people might like one better and be like "oh i wish they would have used whoop dee whoop for this one and not this guy". Why build two conflicting versions of the same character? makes no sense at all.

Let’s not pretend that Sony wanting to make Garfield Spider-Man movies isn’t anything more than a cash grab based on how people responded to his appearance in No Way Home. It really makes no sense to do it otherwise. So…yeah…you COULD have 2 Batman characters, but why do it? The Batman was a damned good film and a great new beginning for the character. I wouldn’t even consider putting someone different in the suit now.

The snyderverse ain't done clearly. Also i was replying to the scenario dude put forward about batfleck, matt reves and joker standalone, which is a terrible idea. And they are currently writing a script for Joker 2.

Its very unlikely that Garfield will get a spiderman movie, but that is also a good point. Look at the discussions that came from No way home. People wanted to see Andrew Garfield get another shot and people say he stole that movie from the lead. Now going forward people gonna look at the screen and be like "this kid Tom Holland ain't as good as the other two...wish they cast them instead".
