He knew he lost. He booby trapped his apt in order to make a diversion for the cops. He wanted the cops to respond to the loud music, then boom. Cops respond, in force, to the apt. He gets a ticket to the show, leaves, returns in murder gear. He continues with his plan. When he hears cops on their way, he knows that the diversion didn't work. He willingly gives up outside the theater. He gives up that bomb info because the booby traps no longer serve a purpose.

Some of the "p*ssy ass" explosions can be quiet deadly, especially if chemicals or gas are involved. If enough shrapnel encases the explosion by layers, it can also "insulate" some of the explosive effects, and be effective at short range blasts.

Nolan's actions directly lead to what unfolded yesterday. He's an accomplice at the very least.
On top of it all he has prospered from these events, I hope he's prosecuted to the fullest extent that the law allows.
I've already read there will be STASI esque tactics put in place to monitor movie theaters and have police outside of them in NY. He's lead this country down a dark path indeed. Not only are my tax dollars being wasted but, hes furthered the Police State.
