In a combat situation, having short to no hair prevents an enemy from being able to grab you and possibly slit your throat, among other things. Establishing that practice early likely just gets soldiers used to the standard and practice of keeping their hair cut low.
I can see both sides. For me, I love my fade with a little up top, and it works for me. I ain't that attached to it.
My brother on the other hand, won't cut his hair for NOTHING. He had an opportunity making big money in oil and another in railroad.
The jobs he would have had required short hair and proper grooming because it would reduce risk of injury. He would not take either of them.
