Russell's game is hitting cutters, roll men, catch and shoot 3s, and pull ups/floaters off ball screens. He will do better with more structure. He won't ever be as strong as Harden or Roy nor can he handle/shoot like Nash or Curry but why can't he be Manu? That said, Manny Mudiay should have went ahead of Russell. He doesn't shoot the 3 well but he looks better than Russell in PnR and doesn't need a ball screen to get to the rim, plus he has the strength to finish. Russell will look better in a screen heavy system with tons of ball screens, shooters and a big man who can finish, but his passing needs to be adjusted regardless, since its obvious he can't make those super flashy passes at this level.
Like @Malta said, they should move him off ball and put him on the left wing. Bringing the ball up court is a challenge for him because he has a high dribble, no right hand and slow feet.
