This is generally why cops don't engage in chases inside towns and cities. Better not find they were pursuing that driver for a broken tail light or shoplighting or something, only excuse would be a drunk driver that they were trying to stop before he crashed,

thats reactionary, they do need to enforce the laws and revoke the license of drivers with a terrible driving history tho.
we need more traffic calming measures and install bollards on a massive scale.
