That Chapo's sons thing is not what it looks like, I don't know exactly what, but there aren't curfews being enforced in Culiacan. They might have done that one night to conduct some sort of operation, but they aren't killing and torturing people for Covid 19 either. I've seen that video clip, it's not fake, but it's not exactly right either.

It's like kids/lookouts playing around on social media.

Thousands or 10s of thousands are working in some capacity with covid 19, some will die some will overdose, some will be murdered, it's not a conspiracy.
