To be honest, they are not used privately in Italy, too.
They are linked to pharmacies and the COVID pass central register, and not something to do privately at home.
That way unvaxxed can go to work for 48 hours if negative, and vaxxed should lose the pass for two weeks if positive (the latter was somewhat problematic until recently, since the COVID pass is at EU level, but they should have resolved it by now).
