If you paid ANY attention to politics the last three years, you would know that Biden's very first bill included $5 billion for black/brown farmers, and it was immediately struck down by conservative attorney generals working with conservative judges, who claimed that any bill which discriminated against white recipients was un-Constitutional.

Biden and the Dems rewrote the bill to give the money to "any farmer who has suffered from discrimination", so that the money would still get out there and Black/Brown farmers would still be the main recipients.

But due to that ruling, it has been literally IMPOSSIBLE for Biden to do anything "specifically" for Black people only. Do you want them to waste their time passing bills that will just be struck down? Or do you want them to appeal it to the 6-3 far-right Supreme Court, who will simply rule that all race-based shyt is now officially un-Constitutional just like they struck down Affirmative Action?

Instead, like @Voice of Reason said, they've been finding ways to funnel the money low-key in ways that disproportionately help Black communities without specifically mentioning race. That's the only way to get it past the courts. The only way you could have a problem with that is if you didn't actually want Black communities to get any help in the first place.

That is the FULL TEXT of the hate crime bill that was signed into law. This is the summary from that very same congressional bill

This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes.

DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns.

Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic.

The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes.

Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

Read the bolded. This was a bill signed into law thanks to a sharp spike in anti-asian hate crimes in the middle of a once-in-a-century pandemic. Some people had nothing but time to fukk with them. It was merely a recalibration of resources to stop/prevent what at the time was becoming a big issue. From the very same bill text.

(b) Applicable Period Defined.--In this section, the term
``applicable period'' means the period beginning on the date on which
the officer or employee is designated under subsection (a), and ending
on the date that is 1 year after the date on which the emergency period
described in subparagraph (B) of section 1135(g)(1) of the Social

I mentioned in another thread did anyone ever realize Obama expanded how hate crimes can be defined and applied? Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act covers all that we need. It's literally up to the law and courts to get those things right. Hate crimes legislation exists aplenty but they need to be applied. There is no super-duper-special Black-only hate crimes bill that can satisfy cats.
