So, let me get this right...

If you keep someone and you don't have a draft pick in that round, the draft pick will now go up to next highest available one you have. So if I keep Mike Trout with a 12th round pick, and I don't HAVE a 12th round pick, then I give up 11th... if I don't have 11th, it's 10th and so on...

Other clarification, if someone is taken off waiver wire and kept, it's 15th round pick? If they are CLAIMED on waivers, still 15th?

That is correct....and as far as waivers...there hasn't been a different before. It's just been 15th regardless
