Depends on your view. But my view is that that representatives should reflect their constituency. If the constituency is not holding them accountable by making their voices hears either through calls, protest or the ballot box they're a part of the problems.
I think he should be impeached. So does my district and my representative reflects that.
I think that is the proper order.

Despite 8 in 10 dems thinking Trump tried to obstruct justice.
They are representing an ignorant constituency. They should not reflect ignorance, they should educate.
They have a responsibility to take things like the 400+ Mueller report, which most people will never read and convey it to the people in a way that can be easily understood. That is why they did things like hold the Mueller hearing, to inform people about what is going on. Also when they choose to go to the media and advocate against impeachment, they are helping to drive down support.
They have no problem advocating for things they think are important. I don't have the numbers but I'd bet the bank bailout for example did not have a large amount of support from constituents. And if that specific example does not work, I'm sure we can find a different one.
I've already acknowledged that the constituents are a part of the problem also, but that does not absolve the reps from blame.
