The only way Manafort can be credible on the grand jury is if what he says is backed up by other witnesses and evidence such as documents, emails, texts, audio, etc.

It seems highly likely that he's going to get a Conspiracy against the US indictment. They might just be waiting until the end to drop everyone with Conspiracy against the US indictment at the same time and wrap up the investigation.
