I wouldn't be surprised if he opened fire instantly he saw what he thought was a gun. The old "he reached in his waistband" tale. Just like how the cat in Walmart pointed his rifle... Until footage showed he got shot the second they came into the aisle.

The rookie officer saw a black gun sitting on the table, and he saw the boy pick up the gun and put it in his waistband, Cleveland Police Patrolmen's Association President Jeffrey Follmer said.
