He'd actually likely have to sue on a state-by-state basis.

Its not like its has to be proven, at this point its a moral decision. And we all know that through all the nonsense that goes on this country one race is not supposed to rise to prominence. And that is our race. So why would these cacs decide to give us what is owed.

They go into hard-line decisions regarding who the entity that is being sued actually is, which sort of makes sense, in a shytty legal kind of way, but is the largest barrier in front of reparations.
With Japanese people who were put in internment camps, it was a direct government decision.
When selling and keeping kidnapped African peoples under chattel slavery, the institutions differed, and when its time to make them pay up, most of them will point the finger at another group of Whites.
