Zero reason to do anything in a red state if the universities are going to follow this trend.
If you have a decent brain, you'll not understand why someone would settle for a low quality of life that requires a high cost of living if they're not even there to set up their future as a stopgap.
For this example, get a degree at UT (if there were no other choices) then BOUNCE from the state. There's nothing there at that point. Downside is how bad the university's rep takes a hit and makes your degree from there have an ugly connotation.
If you have family there in these states you either constantly try to fight these policies or you work on moving.
If you're moving there passively at this point without an active plan thinking it'll provide the most opportunities for you and your family, then I really don't know what to say.
