He's not wrong. There was a segment on 60 minutes last night about Chicago's issue. Part of it discussed how policing dropped like 80% while the rise in crime increased at the same time. Some of the police there are scared, some of their policy on trying to be relaxed on who they decide to pull over is non effective, and others don't want to fill out a 2 page report for every incident (its 2 pages now to combat police misconduct accusations)
The other issue does have to do with family structure, bad schools, kids being strung out on pills or drugs and environmental influence.

Murder and mayhem in Chicago has stretched far past the "drug trade" and being "poor" at this point... A large percentage of this violence is pure undiagnosed sociopathic behavior. "Respect killings" and "where you from" is getting you killed more than logical things like the "drug trade".
Chicago hit the mid 700's when it was down in the 300's less than a decade ago... That is Ridiculous...
