Do you know the people in those situations? I find it very hard to believe thugs are killing random people for no reason. If you cant prove that, then my point still stands.

As for the kids, that's gonna happen because of the area they're in, but they aren't being targeted. That guy in the op was very likely living the scumbag lifestyle
