As crazy as it sounds fixing police brutality is probably an easier task than fixing black on black crime
At least in the short term. And like someone said it's relatively easy to avoid the fukk shyt in most "war zone" communities, ain't no avoiding police
There needs to be a relationship of trust before the black on black crime can be addressed with law enforcement anyway so might as well focus on the police issue first

The issue that always seems to come up short with the analysis is that the State also has a hand in 'neighborhood' violence. So, even as you challenge neighbors, State culpability is still at the center of the discussion.

Nobody ever gives a real solution to Chicago. What are we supposed to do? Talk about it? How does that solve the problem? We’re protesting the government. Civilian on civilian murder is a completely different topic.

The people shooting other black people are citizens who face the full brunt of the law when captured. The only way to decrease those type of violence is affordable housing, better education and economic opportunity. The lack of all these are caused by white supremacy.
Police are state actors who have a powerful union and the entire justice system behind them when they commit criminal actions. This can be easily reduced by taking away qualified immunity, decreasing funding and people the money into things such as housing and education which will reduce crime.
