I may be missing something... but Marvel's cinematic universe has zero secret identities. So I don't even see how cival war would be a thing...
Every introduced character so far is maskless and documented except Daredevil. Even the villains.

I don't think their gonna play it up as "Secret Identites" but kind of like Agents Of Shield has a "list" that they keep of Super Powered people that they keep tabs on, I'm assuming that the government will enact some form of policy that rubs Cap and others the wrong way (probably monitoring and policing free will and activity) that leads to conflict
