Does Cap have a reason for why he's against the registration act beyond looking out for his friend, who despite being under mind control, was still responsible for international terrorist acts? That would be pretty irresponsible of him.

How about Tony Stark. First movie he says fukk the government. Then he's responsible for tech that causes catastrophic damage worldwide. He rides off in his drop top screaming fukk all y'all nikkas in Swahili. Now he's siding with the government?

We'll probably see why Cap is against it in the movie, but we know from The Winter Solider, Cap doesn't trust organizations/government that much.

Tony sides with the government because of his guilt. He feels responsible for all the terrible things that have happened since Iron-Man 1.

A scene description from EW

An elevator opens in the op-center, and Steve Rogers and his friend Sam Wilson, a.k.a. Anthony Mackie’s Falcon, walk out – with a silent T’Challa (the public identity of Chadwick Boseman’s Black Panther) walking in front of them alongside the government attaché played by Martin Freeman. Scarlet Johansson’s Black Widow is with them, and she’s not saying anything either. Something bad has gone down. Cap and Falcon were involved. It did not go well. They have handed over their vibranium shield and flying apparatus before being allowed access to this place. The pair look like they’re being sent to the principal’s office.

“You guys want to take a seat?” Widow says. “And try not to break anything while we fix this.” Stark, who hasn’t yet had his beat-down, is on his cell phone with U.S. Secretary of State Thaddeus Ross (William Hurt) as Cap and Falcon step into the nerve center of the intelligence office. “No, Romania was not sanctioned by the accords …. Col. Rhodes is supervising clean-up… Yes, there will be consequences…” Stark looks irritated, tired. “Obviously, you can quote me on that. I just said it.” He hangs up, and beholds his Avengers. “Consequences?” Cap says. “Secretary Ross wanted you both prosecuted,” Iron Man answers. “I had to give him something.” “I’m not getting that shield back, am I?” Cap says. Black Widow walks ahead, joining Stark. “Technically it belongs to the government. Wings, too,” she says. “That’s cold,” Falcon says. Stark spins on his heel as the two walk away with T’Challa. He flashes a tight, unpleasant smile. “Warmer than jail!” he says.

From interviews it really does seem like "Zemo" is covering for
"Red Skull"
. The aliases from the comics would have made it too obvious and given it away, so they've gone with this instead.

Winter Soldier being under mind control actually would make him not accountable for his actions. And besides being his best friend, Cap is one of the few who knows how extensively Bucky's mind was controlled (because he was his best friend).

I'm not sure about Tony but in The Winter Soldier they revealed Howard Stark wasn't killed in an accident but assassinated by Hydra. Which makes it very likely that The Winter Soldier was the assassin, which would of course make things very personal for Tony as well.

just glad "Zemo" wont be a one and done villain Feige said they gon set him up for future movies aswell :wow:

That doesn't completely exonerate him. He's still a person of interest (with terrorist ties) in a federal investigation. They are going to at least want to interrogate him and rightfully so. One person is not more important than an ongoing investigation meant to thwart future attacks.

As for the people wondering why Tony sided with the government;

He's been siding with the government for a while now, he's a private/public weapons developer/contractor for the army...it only makes sense that he would be an Uncle Same lapdog. He also doesn't see the harm, they forcibly make him short sided in the comics. With his motif being "join uncle sam, I'll keep you safe"...the billionaire drunk, who has gods pissed at him...no thank you.

Nobody's saying that Cap is right though. In fact, it would help if both sides are a bit more ambiguous in their justness than they were in the comic because that was shameless "Cap is right, Tony is wrong".
