Government wants heroes to start getting registered so that they can be held accountable for their actions should the need arise.

Dumbass Tony Stark, who has tons of friends and allies who depend on their secret identity to protect their families and friends, decides to jump on board.

Captain America understands that this is a foolish move and takes the opposing side.

From there the entire Marvel Universe more or less takes a side except for a few people who stay neutral (ie. Wolverine is an Avenger but he is an X-Man first, and viewed the whole idea as racist against mutants as well as inherently dangerous).

The rest is history...

Some teenage mutants make a neighborhood explode.And alot of innocents die and they want to start registering mutants and people start choosing pro registration or not.And cap is on one side and ironman on another i think.And it's basically civil war.I'm not comic head but that's what i have gathered.

I thought they might have been planting seeds of Civil War at the end of Avengers when some people who were being interviewed were complaining that the Avengers need to be held accountable

they could be the people cap trying to defend there rights besides all the people with powers the agents of shield keep running up against even though so far all of them have been villains except for deathlok

agents of shield keeps tap dancing around mutant powers and age of ultron will do the same now with scarlet witch and quik silver

The new Warriors are being on a reality show and they fight a villian on tv who blows up Killing 600 people and a elementary school . A bunch of other events happened prior to this though leading to the world wanting to hold the heroes more responsible . Compared to more recent events it was good but had tony stark and mr fantastic turn into ridiculous jackasses hunting down heroes with Villians and cloning Thor .
