I maybe from a third world country (Haiti) but since I was raised in America, that is my place of residence so i don't qualify. Here's some info about scholarships offered by Belgium to study here. Can't help you with London or Germany but once you're in the EU i's easier to move around.

Edit: you should also check the EU Commission website because you can do an internship then (even if you're not from a member state) which will open up opportunities just by being in Brussels. Those internships are paid.

That's a different program under EU. I was talking about the grants. And this one is for 5 months. If I do that, I would have to take a semester off.
