I've never once heard of simply wearing a durag to mean "gang". People sound like they get their idea of black criminals from Walker: Texas Ranger. If they said "we're banning bandanas hanging out of pockets" I would completely understand.

When I went to school, the bloods wore red durags,the crips wore blue durags,the Latin Kings wore yellow durags,etc. Everybody isn't just running around with bandanas
