The Talented Tenth theory or idea is about a group of Black people that will become the elites of Black society and supposed to progress Black people forward into White society mainstream society.

It is important to note that White liberals came up with this and WEB Dubois popularized it in an essay in the collection of essays called the Negro Problem. White liberals wanted to create colleges in the South to create this class of Black people while Southern Whites wanted to create a bunch of Black laborers.

WEB Dubois eventually rejected the Talented Teth idea because it never came to fruition. Elite Blacks and he was one of them, just enriched themselves. Anyway, long story short, he died as a socialist and an exile in Ghana.

So yeah, the Talented Tenth thing is about having supreme leaders of Black people.
