B More is a strange place. It's in an optimal East Coast location and the city itself has a dynamic economy to an extent, some finance, some tech, Under Armour, world class universities etc. (it's not Detroit). That said, the ghetto areas East to West side look intractably fukked up. Buyers should not expect this to be the sort of power move investment that buying a brownstone in Harlem/Bed Stuy was in 1988.

Don't forget the best hospital in the world: Johns Hopkins. Also, don't forget one if the largest deep-water ports in the country.

The population is getting too large in general. There is no such thing as infinite growth. If/when the area becomes popular, people will simply sell the properties cause taxes would be too high.

Baltimore's taxes are already too high. If they lowered them, and cut out all the red tape of flipping a house, people will flood the city .

That's a consequence of having a large population in America and extreme cost of living.

Probably not a large enough tax base

It's a never-ending circle. The don't want to lower taxes because there isn't a large enough tax base, but taxes is what is keeping people out. And nobody on either city is willing to make the first move. The city started cutting services while taxes were already high. City Hall is gonna have to make the first move.
