There was a great article/timeline in short-lived XI Quarterly that touched on this.

The only reason Univision exists to begin with is the World Cup. They were some small local channel in Texas and California, and had the idea of buying the World Cup rights to grow their station. Then they made enough money to hook up with other stations. And more stations. And then came Univision to unify the whole thing.
