That's literally every state in America, do you think California's rape incarceration rate is significantly different from the rest? I've posted entire threads on how police departments ignore rape as a crime and fail to prosecute even when they have all the evidence they need and I don't recall any of the worst examples being from Cali. Only 2% of accused rapists end up serving jail time in America. You just randomly mentioned California for no reason cause it fits your "tough on crime but light on police and gun owners" agenda.
