And in that NY times piece, I believe they interviewed a dozen or so people and only one said they heard them announce police a single time. No one else heard it, and the boyfriend himself for damn sure didn't, as evidenced by the phone call. The DA wouldn't have dropped charges if they were confident that the boyfriend knew he was shooting at the police.
