You sabotage the economy just enough to raise the unemployment rate. And you easily solve any military recruitment issues. Especially once they start increasing cash payments for folks to enlist.
People already can't find jobs and the cost of living is through the roof. They raise interest rates high enough and that alone will bankrupt thousands of companies.
