First, it is not civilian, but citizen. See, civilian means something wholy different than citizen. All civilian means is a person not in the armed services or police forces. Second, nearly every human is a citizen somewhere. You are a citizen of the UK, I am a citizen of the US. Those designations of human and citizen are not mutually exclusive.
