This is what I understood it to be.For album certification purposes, the rules are different:
The Album Award counts album sales, song sales and on-demand audio and/or video song streams at the formula of 1,500 on-demand audio and/or video song streams = 10 track sales = 1 album sale.

Juve doesn’t stream much at all.Exactly. There's a lot of big albums that aren't there like X's, Juve's 400 Degreez. None of Jay's albums appear because his music wasn't available on Spotify.
Predator passed Infamous as well.That list is from October 2021. Only real change is that Doggystyle was removed from Spotify. 2001 probably has a significant increase because of the Superbowl. Same goes for All Eyez On Me and SSLP.

X’s albums aren’t beating Infamous.

With the exception of his first album, his albums were uneven. He has massive songs though, which makes sense.Yeah and X was significantly bigger than most artists during the 90's, yet none of his albums appear on the list. Doesn't mean he didn't have timeless music or that he's being out streamed by music that is more timeless than his.
99% of the streams are Gangstas Paradise. It may be the biggest song of the 90s. You would expect it to be Crossroads, but Bone’s music has not stood the test of time.VERY surprising to see the whole Gangstas Paradise album up there. I would’ve assumed just the singles would get play off that
