He was a frail 2B who got 3000 hits, that should warrant a ballot.
Also if you're going to hold people out who took PED's, Clemens and Piazza should get in, because both were clean of taking.

I saw a sneak peek article somewhere and it said with around 12% ballots in, Biggio was the only one around the required % (75+) to make it. Bonds and Clemens were around 40%
