So if states determine when to open back up, won’t that make the market even harder to figure out? What if the company is based In a state that isn’t improving? How we going to track all that?

Trump is giving guidelines “how” to open the country And is leaving up to the states to get through the process phases of his guidelines.
The country won't open up all at the same time, States like New York, Illinois, Louisiana will have to open up slower. Besides damage has already been done that has not hit the fan yet or been accounted for, earnings will prove that and that's what the market ultimately runs on. Opening back the economy isn't going to put more than 20 million people back to work immediately, pay the unpaid rent and mortgages, or businesses that couldn't survive.
