I feel like that's being a little harsh. They kept WWE a float during the steroid scandal. Those were very fond times for me. They did the best they could.

I was surprised Rock was only #7, but I always forget how short his career actually was as his original run with the company was really only six years.

That dont matter. Austin was trying to find himself back then. If anything that proves the Rock is truly one of a kind because 4 years after he got trained, he was main eventing WM, with ppvs, and shows named after him.
