I never had a state ID, other than when I got my permit and license later. Back then, you could open a bank account with a birth certificate and some documents to prove your address. I got my permit a few years after I had already opened my accounts. So I'm sure he probably did the same. Pre 9/11, you didn't need much to get that kinda stuff done.

As far as his taxes, Faith said in her book that she doesn't think he ever did his taxes because all of his finances were a mess, and he owed mad bread. So back then, and especially dealing with Puff, who knows what was going on with that.
