Really between Kirk and Picard
lol forgot Archer..but Enterprise was 
He gives no fukks....
I picked picard because he is the best all around. However it depends on what you need them to do they all had specialties.
Picard: Diplomacy
Sisko: Military Strategist
Kirk: Winning in No Win Scenarios
Janeway: Morality and Giving Second Chances
Picard: Diplomacy

I will say its hard to pick my personal favorite between Sisko and Picard was so cool with his command style I like the way he handled his officers and how he trusted there judgement and didn't stand over there shoulders all the time like Janeway lol. That was what I couldn't stand about her.
Sisko was the best at the gig.
Kirk never delegated...dude was always going on away missions and putting himself in jeapordy.
Picard was just a bit too cerebral sometimes.
Janeway was on a shytty show I didn't watch most of.
Sisko was a better strategist, was actually put in more positions where his leadership skills were tested and he was flexible enough to stretch or even break the rules to make sure his mission was accomplished.
